MS Charting für .NET 3.5 muss mit dem MSI installiert werden.

Um es an die Arbeit in Medium Vertrauen zu bekommen, wo Sie es nicht installieren können, versuchen Sie es mit .NET 4.0, wo es Teil des .Net Framework ist.
