How to make Catalog Price Rule not applying, if Special Price gives lower discount?

Magento 1.9.4.5

I need to apply Catalog Price Rule only for products without Special Price.

But, if the Special Price gives lower discount (it set for 15%), I can see that Catalog Price Rule, not the Special Price is working.

For example if Price is 100, Special Price is $90, Catalog rule gives 15% = $85 and this price is displaying.

But I need to display $90 (Special price).

I've tried to set condition like on this image, but it still showing Rule price instead of Special price.
