Stop customers changing the quantity of a product at basket stage

Question

We have 200 SKUs but for 2 of those SKUs we would like the customer to only purchase these one at a time eg they can't change the quantity but we still want the customers to change the quantity for the other 198 SKUs

Whats the best way to tackle this issue
