mingw dando erro - compilador C não pode criar executável

Estou tentando compilar libgpg-error-1.10 no sistema operacional Windows 7 de 64 bits, mas estou recebendo o erro abaixo-

Alguma ideia de como faço para resolver esse problema?Eu só preciso do arquivo libgrcrypt .lib para poder usá-lo em meu projeto

Parece que seu PATH está errado e o gcc não consegue encontrar alguns de seus programas auxiliares, como evidenciado por:
