Como posso alterar a data e hora do sistema local de programação com C #?

Aqui é onde eu encontrei a resposta.

Definir esta estrutura:

Um monte de grandes pontos de vista e abordagens já estão aqui, mas aqui estão algumas especificações que estão atualmente deixadas de fora e que eu sinto pode tropeçar e confundir algumas pessoas.

Tenha cuidado !. Se você excluir a propriedade não utilizado a partir da estrutura, ele define o mal tempo. Eu perdi um dia por causa disso. Acho fim da estrutura é importante.
