Is it possible to turn off noise cancellation and transparency mode when you aren't paired to an Apple device?

Question

When my AirPod Pros are paired to my iPhone or iPad, I can use the settings to control which modes the long-press cycles through, so I can go from noise cancellation to transparency to completely off. But when my AirPods are not paired to my iPhone, for example I have them paired to my PC instead, doing a long-press only seems to switch between noise cancellation and transparency. And because it is a PC with no AirPod settings built in; I can't use any software that I know of to change this.

Is it possible to turn off both noise cancellation and transparency mode without being paired to my iPhone or iPad?

There is a similar question here about pairing to MacOS; but in that case MacOS itself provides settings to allow you to change this.
