Response.Charset 仅涉及HTTP请求的正文。根据 HTTP规范，标题是隐含的编码为ISO-8859-1 - 编码之外的字符必须是 MIME编码的。

使用 System.Web.HttpUtility.UrlPathEncode 解决了垃圾问题，但是当你打开文件时，它会在文件名中显示unicode-uncoded name而不是实际的日文字符。（嗯，这是在IE7和IE6中，UrlPathEncode与IE8一起工作正常。）

因此，您应该使用用于响应标头的编码来解码filname，而不是使用 System.Web.HttpUtility.UrlPathEncode 。
