Account type Premier, but Donate button not available on buttons creation list

Question

I have a verified account linked to a credit card, i want to create a donate button, but can't find it on the creation list, i have only 4 choices : Shopping cart Buy Now Gift certificates Subscriptions Any suggestion?

My Account Type: Premier Status: Verified

Some accounts set up under certain countries do not allow donation buttons to be created. What country is your account set up under?
