How to access to a database created within a program

Question

I have a database eg db2013 at the end of the year user with administrator privilege can realize db2014 within the program.

My program create new database and creates the tables. But for joining to the new database I must have the pass and username. Is there a way to connect to the new database without transferring the old password table existing in db2013 during the creation of tables?
