is there any program that sends data from a virtual usb port to host device as computer?

I don't get exactly what you are trying to achieve. There are a lot of programs that can send data through Windows virtual com driver. (Hyperterminal in windows, linux just copy some file to /dev/tty)

If you want the other way round have device with USB and you want to connect it to PC with minimal effort, check FTDI usb chip I don't remember the name but it's pretty common, and it is used in most USB to serial devices. And it has got drivers to it too.
