Question

I really don't know where is the bottleneck.

I've created a new project from the scratch to try to isolate the variables.

Now I have something as simple as

Still getting 10 JMS workers and 10 simultaneous threads consuming the messages.

Don't know what else to try.

How can I increase the number of workers?

At first glance, isn't that your bottleneck? From the code you posted, why not make this:

@Stateless
public class JmsService implements Serializable{

And you'll have as many instances as you need...
