Approaches we can use to move all the Files/Folders from different team sites into a single team site and preserve the versions and permissions

Question

we have around 30 modern team sites and we want to move the the files and folders from the 30 modern team sites into a single team site document library, and we want to preserve the Versions and Permissions, so i am not sure which approach we can follow? i tried to use the built-in MoveTo, but seems this option will not preserve the permission, where i did a test by creating a folder with unique permissions, and i move the folder to a different site, but the folder inherit the permission from the destination library instead of having the same unique permissions as in the source. so can anyone advice on the approach we can follow?
