I have decided to use GPL licensing but I want to know if I need to apply for copyright for my code first from the US Copyright Office OR India's Copyright Authority. I am from India.

Additionally, If I need to copyright my source, does anyone know how much it would cost? I have also tried to read the meaning of Copyleft on the gpl site but its very hard to read and understand for someone who doesn't speak English.

Citing from the Wikipedia:

In all countries where the Berne Convention standards apply, copyright is automatic, and need not be obtained through official registration with any government office.

That includes India.

Instructions for applying the GPL are listed in the license itself. In short, just copy the boilerplate to the relevant source files, filling in your name and the present year.
