Question

I am recently working on an eclipse modeling plugin which is developed in tu berlin university and as I queried from them the project is discontinued and dead. they state on their website that the project is under GPL but I did'nt found any GPL notice in source code. They provide the source in zip format on their website.

I want to make improvements on this software and I want to keep project alive. But I need it under source control and proper licensing. So I want it on GitHub or similar website for further development.

Am I allowed to move the source code to GitHub? What is the correct approuch?
