If you just want syntax highlighting: Notepad++

Visual Studio, first read this article.

Not really an IDE, but has syntax coloring for VBS and JSCRIPT, try SCITE for windows.

You could take a look at this question.

It's talking about Editors rather than IDEs but some things in there will be relevant to you.

Good text editors for this would be 1. SciTE 2. Notepad++
