Recomiendo la siguiente consulta:

FROM [Permissive Export_OLD 1], [Permissive Export_OLD 1] AS [Permissive Export_OLD 1_1]
WHERE ((([Permissive Export_OLD 1].ADDRESS2)=[Permissive Export_OLD 1_1].[ADDRESS2]) AND (([Permissive Export_OLD 1].ZIPCODE)<>[Permissive Export_OLD 1_1].[ZIPCODE]))

Esta consulta compara cada fila en la tabla con cualquier otra fila de la tabla para encontrar direcciones2 = direcciones2 pero zipcode <> zipcode. La consulta devolverá todos los registros que se ajustan a ese criterio como filas separadas.
