Paster inicio rápido no es una opción

Estoy instalando TurboGears2 en Windows 7 ejecutar un entorno virtual (Python 2.7). No estoy viendo la opción de inicio rápido parche cuando corro

paster --help

Se entra en esta situación cuando se ha instalado el paquete requerido para Ejecutar una aplicación TurboGears (TurboGears2), pero no la requerida para desarrollar una aplicación TurboGears ( tg.devtools).

Al ejecutar el siguiente comando, mientras que en su virtualenv debe instalar el paquete correcto:

easy_install -i http://www.turbogears.org/2.1/downloads/current/index tg.devtools
