crear archivos planos de longitud fija con Java

Tengo un proceso que se ejecuta actualmente en una aplicación de Delphi que escribí y que necesito para convertirlo en un proceso de Java que se ejecutará en nuestra aplicación web. Básicamente nuestro sistema Financiera del Estado (legacy) requiere este archivo en una salida específica. En Delphi es la siguiente:

¿Hay un equivalente en Java para la opción de formato? O el TStringList que guarda en un archivo de texto?

Estas son todas las operaciones relativamente simples en Java (o una gran cantidad de otros idiomas, para el caso).
