Servicio web con Apache CXF y encabezados personalizados

Creé un servicio web usando Apache cfx y spring, y funciona, pero necesito que la respuesta incluir este encabezado

Bueno, implemento un controlador, primero descargué los ejemplos de CXF y modifiqué el controlador de registro, y funciona.

luego decida por una de las opciones e implemente un controlador / interceptor que agregue lo que necesita.

No tengo conocimiento específico de Apache CXF, pero la forma jax-ws de agregar la declaración xml parece ser hacer un controlador y usar SOAPMessage.setProperty () para activar esa característica en:
message.setProperty(SOAPMessage.WRITE_XML_DECLARATION, "true");
Debería poder agregar un controlador jax-ws a su punto final agregando un elemento jaxws: handlers en esa configuración de primavera.
