Solución

Parece que instaló rubygems desde Debian / apt-get package.

Si está en Ubuntu 9.04 o posterior, esto podría funcionar:

sudo gem install rubygems-update
sudo update_rubygems

De lo contrario, elimine el paquete e instale rubygems de la fuente, que es la forma recomendada de instalar rubygems de todos modos:

sudo apt-get remove rubygems
wget http://rubyforge.org/frs/download.php/60718/rubygems-1.3.5.tgz
tar xzvf rubygems-1.3.5.tgz
cd rubygems-1.3.5
sudo ruby setup.rb
sudo ln -s /usr/bin/gem1.8 /usr/bin/gem
sudo gem update --system
