Everyone expect external users still requires users to request permission

Question

Using Office 365 SharePoint, I created a library were I was storing training documents. It does not need to be secure, so I want to give the link to anyone and have them access it without asking for permission. I broke the inheritance permission from the site then added Everyone except external users and gave it READ permission. It still requires the person who is accessing the site to request permission. What am I missing?
