Rotaie problema creazione dello schema

Sto usando JRuby e Rails 2.2.2. Il mio problema è che ho una migrazione che non viene correttamente scritto lo schema del database.
Ecco la mia migrazione:

Mentre io uso i vincoli di chiave, io uso il formato SQL per le migrazioni. In environment.rb :
