Create orders / quotes of non catalog products

Question

is Magento 2 Open source version (maybe with an extension) able to create orders and quotes for non catalog products. I only want to make use of the admin tool and not of a shop function.

So can i handle individual products with Magento? For example if I want to provide a custom produced 3D print part for a special customer.
