解決
問題は、使用しているシェフのバージョン（10.14.2）とjava Cookbookの間の不一致であると思います。
Cookbook上のjava_arkリソースプロバイダの実装は、OracleインストーラをダウンロードしたときにChef headerリソースのremote_fileメソッドを使用しようとしています。問題は、headerメソッドがChef 11.6.0のremote_fileリソースでのみ実装されていた（GitHubのChefソースコードの読み取りによって）。
解決策は、最新バージョンのChefにアップグレードするか、Chef 10.xで動作する古いバージョンのjavaクックブックを使用することです。（後者はおそらく悪い考えです...あなたが最新のOracleダウンロードURLと関連属性の最新のOracleダウンロードURLとチェックサムを手動で設定しない限り...）
