Magento 2 Set Tax rules and Rates for UK country

Question

I want to set tax rule and rates for UK country as per the below scenario.

1. Rest of the world 0% (217 countries)
2. Uk 20%
3. Europe 20% (27 Countries)

do we require to create rules and rates for all countries or there is any other approach that will do?

Please share me your experince what will be best approach to do it.
