エミュレータまたはデバイスでこの問題が発生していますか?エミュレータを使用している場合は、必ず DDMS を使用して GPS 位置を設定してください。ただし、最も簡単な方法は、デバイス上でコードを実行して、その方法で GPS 更新を取得できるかどうかを確認することかもしれません。

私が見た問題は、requestLocationUpdates()を呼び出した直後にonStart()でcurLocationをチェックしようとしているということです。LocationManager.requestLocationUpdates() は非同期です。つまり、onStart() が返されるまで LocationListener はコールバックされません。LocationListener が位置を受信した後に UI を更新するようにします。onStart で更新しようとしないでください。
