What happens when you try
R CMD INSTALL Rcpp_0.10.3.tar.gz
instead? From the log you show:

it is clear that you are missing something. On my Linux box (and you can ignore the fact that I use the current SVN version)

Notice the -I../inst/include
here? Maybe you overwrote CXXFLAGS
or something...
