What is the best software for training new voices (text to speech)?

My client would like to know how to create a digital voice. What's the best approach to this, such that the voice could perform text-to-speech?

To clarify, I meant to ask what APIs exist for accomplishing this?

I think it all depends on what TTS engine you are using. I believe different vendors and different technologies model their voices quite differently.

There are many different types like for example : the android has atleast one program built in but other than that you may have to go through others by yourself or put in your own voice
