Acho que ainda é o mesmo conceito dos métodos de coleta e busca.Alguém já tentou isso no Magento 2?
Solução
siga os passos abaixo, isso irá ajudá-lo, em meu módulo acabei de adicionar a coluna de taxas
isso adicionará uma linha no total do carrinho chamada taxa e também uma barra lateral na página de checkout
e também adicionou o valor da taxa ao valor total (valor da taxa estática que eu mantive como 100) assim que o pedido for feito total será com taxa e se você estiver conectado à tona para visualização, pode ver a nova linha da taxa em bloco total, mas o lado administrador não No entanto, implementado se alguém implementa, você pode postar essa resposta
crie sales.xml na pasta do módulo etc.

Eu desenvolvi um módulo personalizado para adicionar taxa extra à ordem.
A taxa extra exibirá em Página do carrinho, página de checkout, fatura e creditmemo .Você também pode Selecione o tipo de preço para fixo e porcentagem da configuração do administrador.
A resposta de Pradeep é muito útil, mas perde um ponto importante.
A função Sugarcode est\Model otal::collect() é chamada duas vezes pelo Magento\Quote\Model\QuoteTotalsCollector::collect() do Magento, uma vez para cada endereço.Nesse ponto, ele cria um total combinado que é armazenado na tabela de cotações.Não aparece no pedido, nem no site na finalização da compra.
Por esse motivo é importante cobrar a taxa apenas uma das vezes em que o collect() é chamado.Isso pode ser feito verificando se há algum item enviado disponível:
