Há um problema com o ToString (), ele está esperando um tipo NumberFormatInfo que implementa IFormatProvider mas a classe NumberFormatInfo é selado :(
Se você estiver usando C # 3.0, você pode usar um método de extensão para obter o resultado desejado:

Como você pode ver, o tipo FileSize podem agora ser formatado corretamente, e também é possível especificar o número de casas decimais, bem como a aplicação regular de formatação, se necessário numérico.
