Como faço para renderizar um bar semelhante ao imagens.google.com?

Como acontece imagens.google.com renderizar seus quadros ??
Eu tenho dois servidores, com conteúdo visualizável da Web externo e um mecanismo de pesquisa interno que somente os administradores podem usar. O conteúdo externo não pode ser editado, foi criado com alguma tecnologia proprietária. O que eu quero fazer é permitir que meus administradores internos vejam um bar que lhes permita desempenhar funções administrativas no site externo (índice), anexando uma "barra de administrador" à parte inferior da página, assim como imagens.google.com Anexa um quadro para o início dos sites.
Usando este código abaixo, descobri como fazer isso se os dois estivessem no mesmo servidor, renderizando o site externo em um quadro e dimensionando dinamicamente esse quadro com JavaScript, mas não consigo descobrir como fazer isso na minha situação, porque o Dois sites estão em diferentes servidores/domínios (que causam um erro de permissão de JavaScript).
Algumas pessoas implementaram recursos semelhantes (Images.google, The Diggbar, Bar do Facebook etc.), então eu sei que é possível, simplesmente não consigo obter nenhuma informação sobre como abordar o problema. Qualquer ajuda é muito apreciada

Outras dicas
Isso é uma espécie de rehash, mas aqui vai:
- Crie uma tabela com 2 linhas. Uma linha será a sua barra de ferramentas. Coloque todo o seu conteúdo lá.
- Crie um iframe na outra linha. O iframe deve apontar para o seu site externo.

O objetivo da barra de ferramentas é 1% é ter o mais pequeno pegada possível. Caso contrário, a barra de ferramentas obtém a mesma quantidade que o iframe.
