Determinando vizinhos de cela dois lista dimensional

Eu tenho uma lista de listas, algo como
[[1, 2, 3,],[4, 5, 6,],[7, 8, 9]]
.
Representado graficamente como:
1 2 3
4 5 6
7 8 9
Eu estou procurando uma abordagem elegante de verificar o valor de vizinhos de uma célula, horizontal, vertical e diagonal. Por exemplo, os vizinhos de [0] [2] são [0] [1], [1] [1] e [1] [2] ou os números 2, 5, 6.
Agora eu percebo que eu poderia apenas fazer um ataque bruteforce verificar cada valor a la:
[i-1][j]
[i][j-1]
[i-1][j-1]
[i+1][j]
[i][j+1]
[i+1][j+1]
[i+1][j-1]
[i-1][j+1]
Mas isso é fácil, e eu percebi que eu possa aprender mais vendo algumas abordagens mais elegantes.

Eu não sei se este é considerado limpo, mas esta one-liner dá-lhe todos os vizinhos por iteração sobre eles e descartando quaisquer casos de ponta.

Os vizinhos verticais são (x, y) de +/- 1.
vizinhos diagonais são (x +/- 1, y +/- 1).
Estas regras se aplicam para uma matriz infinita. Para certificar-se os vizinhos se encaixam em uma matriz finita, se as iniciais (x, y) está na borda, basta aplicar mais uma restrição para as coordenadas dos vizinhos -. O tamanho de matriz

talvez você está marcando uma caixa sudoku. Se a caixa estiver n x n e célula atual é (x, y) começar a verificar:
