I have an idea for a library that I want to produce, and the best name for it would be libcipher. The issue with this is that libcipher already exists, but it hasn't seen any development since 2010. Usually, I would avoid naming my library the same as one that already exists, but this truly is the best name for it (it is a library about ciphers, specifically classical ciphers). Since the library that holds the name currently is pretty much dead, would it be justified to use the same name?

Another consideration is any legal aspects - is there any legal reason why I can't name my library the same as one that already exists? I would be looking at licensing my library under the GPL or LGPL.
