Magento 2 Can not do shipment for the order

Question

Hello..I am getting "Can not do shipment for the order" error when submit shipment i noticed issue in shipemnt try to submit twice in network. my magento version is 2.3.2

I tried to fix from here "https://github.com/abad93/SubmitShipment"

but not working.
