routes.Add("ImageRoutes", new Route("Images/{filename}", new CustomRouteHandler()));

Вам нужно перевернуть эти два заявления. {controller}/{action}/{id} Вероятно, соответствует входящему URL, поэтому вам нужно объявить свое специальное Images/{FileName} перед этим.
