Por isso, estou tentando programar uma maneira de reproduzir um jogo Tic Tac Toe depois que alguém vencer, perde ou amarra. Então, basicamente, minha tentativa de reproduzir para funcionar, não funciona. Se o jogador 1 vencesse e eu digito 1 para reproduzir, ele pediria ao jogador 2 a sua contribuição.

Parece que você está tendo problemas com seu loop principal.

Eu sugiro fazer uma variável que controla qual jogador está em execução e apenas alterne isso.

  current player = 0
  do  
  {  
    (current player + 1) input

    does (current player + 1) win

    current player = (current player + 1) % 2  
  }while no one wins     
}while replay = 1
