Desculpe se tudo isso funciona junto;parece que as quebras de linha não estão aparecendo na janela de visualização.Eu obtive essa saída ao executar sudo cpan Scalar::Util::Numeric;obrigado, Josh.

Estão faltando os cabeçalhos de desenvolvimento da biblioteca C.Você deve instalar um pacote que os contenha.Eles são necessários para instalar este módulo porque ele precisa compilar algum código C não-Perl e precisa saber mais sobre seu sistema.
Não sei dizer em que tipo de sistema operacional você está, mas parece Linux.Se for debian, você poderá usar o apt-get para instalar o pacote 'libc6-dev'.Isso conterá os cabeçalhos necessários para compilar este módulo.Em outros tipos de Linux, haverá um pacote com nome semelhante.
