Existe uma maneira de mover esses dois itens, conforme mostrado na seguinte captura de tela para se mover para algum outro local?
Eu quero que eles sejam exibidos abaixo em algum outro lugar para que eu possa esconder completamente este bar superior, mas não consigo fazer funcionar.
Eu tentei usar "Posição: Absoluto; Top: 100px;"Mas, embora mova o item, mas clicando nele não abre o menu como deveria.

I have done it by copying both divs that display "user name" and "gear and help icon" using Firebug.
Then I pasted those divs at desired location and modified them slightly and it is now working.
After that I set the original divs to "display = none".

Yes you can move the two items you identified (welcome menu and site actions) easily by changing the masterpage. If you look in the masterpage there is a div titled "SuiteBarRight" which contains both items.
